If there is an ultimate responsibility it is with the armourer/ weapons specialist. What next? Will he claim someone switched the gun or told him it was empty and safe? He could blame the victim. Bullshit. The ultimate responsibility rests with the person wielding the weapon. Personally, if it was a strange gun, I would inspect it before I fired it. (barrel obstruction)

My father taught me to never point a weapon at someone or something I did not intend to shoot.
